The railroad crossing on Pondok Rajeg Road, Citayam – Nambo Lines is a railroad crossing with a gate that still has minimal signs, which has the potential for accident conflicts at railroad crossings between road users and passing trains. This study aims to provide recommendations for handling in accordance with the guidelines in SK.770 / KA.401 / DRJD / 2005 concerning Technical Guidelines for Level Crossings between Roads and Railways. The survey conducted in this study was a road inventory to determine the road geometry at the railroad crossing and a survey of road traffic volume. Chronic traffic congestion in the Greater Jakarta (Jabodetabek) region has resulted in economic losses of up to IDR 100 trillion per year (World Bank), primarily caused by fragmented transportation systems, high dependency on private vehicles, and the lack of intermodal integration. Although the government has introduced initiatives such as the MRT, LRT, TransJakarta, and the odd-even traffic policy, these efforts have not been holistically effective. Policy analysis using the Regulatory Impact Analysis (RIA) approach identifies five optimal solutions: (1) the establishment of the Jabodetabek Transportation Authority (JTA) to unify planning, regulation, and management across regional boundaries; (2) integration of intermodal transportation systems through unified fares, integrated stations, and single-access travel applications; (3) implementation of Transit-Oriented Development (TOD) to reduce long-distance commuting by developing residential and service facilities around transport nodes; (4) utilization of Intelligent Transportation Systems (ITS) and Big Data for real-time traffic management and congestion forecasting; and (5) gradual application of Electronic Road Pricing (ERP) following the improvement of public transport services to mitigate public resistance. The reform is scheduled for phased implementation between 2025 and 2030, with primary targets including increasing public transport ridership to over 60%, reducing travel time to under 60 minutes, and cutting CO₂ emissions by 30%. The success of these policies relies on inter-agency synergy, political commitment, and active public participation, supported by ITS-based monitoring and annual evaluations.
